Is this behavior normal in Hank’s dual channel flashlighs?

this is my first dual channel light (noctigon kr4 dual channel 519A/W1). the 519A channel is 12A
if I set the light to single channel, or in 50/50, it works normally. but when I set it to tint ramp or autotint, whenever I turn on the light, both 519A produce a very bright momentary flash of full power, then it reduces to whatever power it was set to. This happens even when turning it on in moonlight (1H) and its very very annoying.
