Purchased a new Molicel P45B from Fogstar and had them wrap it, but it looks like a chunk is missing from the positive end.
Would this be safe to use? Or should I rewrap.

As is, it’s fine to use. What I’d be concerned about is the tear continuing to open up over time, especially as you handle the cell (taking it in and out of the flashlight, plugging it into a charger, etc). If it’s going into a flashlight with built-in charging then I see no problem – but me personally I would re-wrap, just for peace of mind.
