Does it have any pitting? If it doesnt, its likely patina. If you want to scrub it out, id personally try a magic eraser or some 0000 steel wool…. But im not a professional. Just wanted you to get some traction and give my 2 cents

Mostly patina, only a few traces of surface rust. Grab a scouring pad, add some mineral oil and scrub lightly. You want all those spots in black colour

I see mostly patina, but there are some rust spots, they look superficial. You need to clean those rust spots so that it doesn’t eat deeper. Brown and redish means rust, black and blueish is patina. I won’t tell you how to clean it, because i’m not sure a way to not scratch the blade, but for those minor spots, i generally use steel wool, but i’m sure more nolegeble people can suggest better ways, maybe some chemical stuff.
