This is called a sporran (a belt pouch). It is handmade by me. I made it with buffalo suede and cow leather. I use it to carry my minimalist wallet, keys, pocket knife etc. I used a laser engraver to make the dragon, but I dyed it myself. The closure is a leather toggle, so there is no hardware except what I made and the added beads on the leather lace.
