I bought 2. Charged them both. It flashes only, no matter what I try. Watch some videos and it didn’t seem like there was any secret to it. Is it just not fully charged or what else am I doing wrong?

It is in lock-out mode.
Consult the manual, it will also tell how to enter and configure the other modes.
Lockout mode? Try 4xclick.

4 clicks to lock and unlock I believe.
