One thing to note, this knife is probably 20 years old. Could the rubber just be wearing down and this is a side effect?

Rubber experiences this more and more with time, not only on knife handles to be clear. Old rubber/plastics do this. My usual go to is to use lighter fluid, rubbing that on a towel and then on the rubber releases the sticky layer and leaves the rubber opaque but smooth to the touch. I’ve done it to to many things like old knobs and such, alsto to a couple of old ikea knives my family had and it worked the same, as expected. In the past I used WD40 as well, took a little bit more effort but after washing it with regular soap the same result was achieved. Gasoline too should work as well, as any other method (WD40 has a solvent as well in the mixture) the goal is to dissolve the outer layer.
You might wanna give it a try, and if so, try on a small portion before committing, not all rubber/plastics behave the same.

Try cleaning it with rubbing alcohol. Use a clean, dry, and lint free rag and wipe the handle with rubbing alcohol. Let it dry out and rinse with cold water. Repeat if necessary.
White vinegar might also do the trick but I’ve always gotten better results with rubbing alcohol! 👌🏻

Wrap it with some grip tape or electrical tape. Redneck that bad boy.
