This stuff is heat shrink tubing for fishing rods. It's super tough I did some research. It's made of a polyolefin alloy that's resistant to UV, oil, chemicals, moisture, it has to be to handle fishing rods that go in saltwater and get beat up. It's waterproof.
They give it some kind of surface treatment so it feels soft like foam but it's smooth and cleanable. It's not your average everyday heat shrink tubing. It's a lot thicker and more durable. You could put it on tools.
No it won't glow forever. No your flashlight won't be able to shine on itself and charge it. But it comes in other colors. It's expensive on Amazon but cheap on AliExpress. You could put some over your battery tube or whatever. Just get the right size. Personally I'm really happy with the way it made my work light feel like a neon ruggedized tool. Much easier to find when it drops in a dark place.
