Yes it’s to be expected with cells an built in charger, it’s all on top of cell and does get warm.
I’ve several cells that have the ability and all are the same in that they get warm on top while charging, all good mate!

All of these USB-charging batteries use a linear regulator to provide the correct current for most of the charge cycle. Linear regulators burn off excess voltage as heat, so the area containing the regulator gets pretty warm. At a 1A charge rate with a fully discharged battery, that’s about (4.2V – 3.0V) * 1.0A = 1.2W of waste heat.
