Pretty impossible to tell from a picture, if it isn’t something rubbing alcohol can get off, you may need more help. Plus it likes that that blade has been sharpened by one of those electric rotary kitchen sharpens, you might want to find someone that can refinish the blade.

What steel is the blade? There are a few that are non stainless now and patina pretty easily. Flitz metal polish and a rag should pull it off pretty easily.

Can you provide a little more info? It just looks like tape gunk to me. Rubbing alcohol or a solvent like WD-40 or Citrol are my choices

I’m guessing you purchased it second-hand? So you might not know what is on the blade.
I’d start safe and use a series of increasingly powerful solvents. Mixture of water and hydrogen peroxide, rubbing alcohol, and then possibly WD-40 and 0000 steel wool if the first two don’t change anything.

A very mild polishing compound will work wonders. Else start with rubbing alcohol/lighter fluid and go from there
