As far as I can tell, it would be legal, but the police often prefer to confiscate first, identify later.
However, the purpose of the legislation is not to criminalise the law-abiding but to give them the power to seize such things from people who have attracted their attention for other reasons.
As long as you never have it in a public place (which was already illegal) you probably needn’t fret.
