Yeah. If that cut out wasn’t there the bar would be really stiff. They still want the extra strength a thick bar provides so they cut out a bit so it can flex in that area.

Since it’s a frame lock knife, that portion of frame above the cutout has to move in and out to lock and unlock the blade. If the cutout were not there and that piece of frame was solid, it would take a considerable amount of force to flex.
