As long as there is no mechanical damage to the cells, they are the same thing as any other 18650
But you can get 3500mAh or even 4000mAh 18650 cells (depending on how high discharge rate you need) so no one really uses these 2600mAh, which might even be worn out to less than that

If the voltages haven’t dropped below about 2.5, then it’s perfectly safe. Even if they have, it’s very, very safe.
