It is corroded. So it would take quite some work to get a good edge on it. But I personally think there is enough material there to work with

It’s junk. You could toss it, or you could clean it up and sharpen it. But why?
Make it a recurve and throw it in your garden kit

Why would you want to de-serrate this blade?
Maybe you can use it as a skill builder for yourself? It might be fun to restore on your own.
