Any good local knife sharpener should be able to fix that in a jiffy. Alternately, you could get some stones, belt sharpener, or guided system and do it yourself.

Oh yeah, that’s the best thing about a tanto blade in my opinion. I’d personally get a relatively fine, wide flat file, hit that edge till it’s straight again, then take a stone and a strop to it. She’ll be a straight razor in no time.

You will have to take a sander or grinder to it, grind off the edge past the dings, then craft a new edge onto the blade. It would take forever with a stone, but is fairly quick if you have a belt sander or grinder.
