White vinegar will resolve all the rust, but you will still have dark oxidation marks from it and there may be some minor pitting. It looks pretty superficial from here. Once it’s sharpened the problem will be aesthetic only. Might even look kind of cool after the vinegar treatment.

Yup, just needs to get scrubbed with a green scotch brite pad then break out some polishing compound. That looks like it says it’s made of 52100 steel so not stainless but should stay rust free if you keep it dry going forward.

Just greenpad that stuff off under running water and hit it with oil and store it. It will be fine.

Green scrubby pad and mineral oil. Lay blade flat and scrub back and forth with the grind lines. From a custom knife maker.
