Is it normal ? Zebralight step down

Hi guy.

4 click – LED flash 2 times. I guess the battery is at about 50%.

i turn on H1 level (max) just 2-3s It immediately stepped down. I think the flashlight didn't have time to heat up yet.

Battery: NCR18650GA
