I got this modlite body and plhv2 programmable head months ago when they had a sale, and have always had this flickering issue.
The light is fully charged, with a quality 18650 battery. Using a surefire Z68 tailcap. any ideas why it always does this?

Is the tail and head both screwed on tightly? Clean the inside contact points and battery terminals with +90% isopropyl.
If that doesn’t fix it I would reach out to customer service of both companies and try to send in the whole setup for replacements.
Lightly apply some permatex dielectric at the contact points if that doesn’t work. Contact modlight.
