for a knife without a deep carry clip, and a thumb hold/stud… yes, absolutely tip down. Your hand is right there at the thumb hole when you draw it

To me, tip down is preferable for jacket/shirt pockets or a bag/backpack. Tip up is much more practical for pants pocket because of the way it is oriented in the hand for swift deployment.
